Does anyone know why dwarves, gnomes and halflings have a 20% chance of magic rings failing when used? I think it's a strange rule and I wonder how it came to be.

| I'm not completely sure but I seem to remember that the reason behind this rule was the inner magic resistance that these races have, expressed in their bonus against spells, rods, staves and wands. The rule is still an odd one though and I never used it because to me this would mean to treat many other magic items the same way. And I didn't want to do that. |

IIRC, this is from the FFC: Blackmoor was essentially Tolkien's Middleearth in the beginning,
and this rule might have been just part of the flavour... |
